No. Cooking and Jewelcrafting only gives 7 levels each. In total, you get only 14 levels. If you were level 66, then yes you can do those two crafts to get to level 80. Exp boosters, exploding draketails, and guild hall boost all affect exp from crafting. You can get more than 7 levels from crafting for doing 1-400.

Then you'd scroll through to find the character you want, load it, load the map it's currently on, and only then load the PvP
By default there's more than 1 character slot per account, not even counting the possibility of buying more of those. If someone would be willing to pay for a class change (for a price that doesn't automatically dismiss what can already be bought for gems, like character slot, WP unlocks, level boosts and so on), then there's no reason to believe those players can't somehow buy another
